Why Does the US Have a Base in Cuba

The United States maintains a naval base at Guantanamo Bay, Cuba, under a 1903 lease agreement signed after the Spanish-American War. The agreement granted the US a permanent lease for a coaling and naval station. The base is used primarily for maritime operations, detention, and training. Its continued presence is based on the original treaty and subsequent Cuban government payments.

The 1903 lease is considered perpetual by the US government, but Cuba has disputed its validity since the 1959 revolution. Cuba has accepted the annual lease check only once, under protest, and the dispute remains unresolved. International law and Cuban policy treat the base as occupied territory. The US government maintains that the lease is valid under mutual agreement.

Current Role and Operations

Today, the base hosts a detention facility and supports US military and intelligence operations in the Caribbean. It is one of the few US military installations outside sovereign US territory. The facility is used for detention, training, and maritime patrol missions. The base operates under US federal law, and its activities are subject to ongoing legal and diplomatic debate.
